Itsuka started her career on the Wall Street at Daiwa Securities America, after graduating from Hunter College, CUNY, then she went to University of Pennsylvania Law School and joined Sullivan and Cromwell, LLC as a New York lawyer. 

In 2012, she founded her own multi-family office Star Magnolia Capital Ltd. in Hong Kong, managing investments in private equities and hedge funds. 

However, global warming prompted Itsuka to take action, and she joined the UK Department for International Trade in 2019 as the senior inward investment advisor in the Energy and Infrastructure sectors, advising Japanese companies and investors on offshore wind, tidal and green hydrogen projects. In order to promote more offshore wind in Japan, she became the Japan Country Manager for Xodus Group in 2021, a Scottish consultancy. 

Most recently, Itsuka was the Head of Wind Energy Projects at Shizen Energy, a 100% renewable energy developer in Japan. Currently, she is a Senior Research Fellow at Renewable Energy Institute in Japan, focusing on floating offshore wind and ports.
