After graduating from the Graduate School of Science and Engineering at Waseda University in 1997, he joined the Ministry of International Trade and Industry (now the Ministry of Economy, Trade and Industry), where he has been mainly engaged in cyber security and IT policies since 2000, working for the Cabinet Secretariat, METI, and IPA. In recent years, he has been leading policies related to digital transformation (DX) and digital human resource development, as well as enhancing innovation policies for small and medium-sized enterprises. In addition to above, he has broad experience in overseas including studying at Columbia University SIPA in the U.S. and posted to JETRO Dusseldorf Center and the Embassy of Japan in Australia.

Since 2023, he has been working to establish a consortium on research security and integrity at universities, based at the University of Tokyo. He was posted in the present position in July 2025, and leads and coordinates all TSC activities, including technology intelligence efforts and the promotion of innovation ecosystem development. He is a U.S. Certified Public Accountant.
