Fukuda Joined MRI in 2000 and worked on climate change issues since then, such as developing CDM methodologies, rules and guidelines for the Japanese Voluntary Emission Trading Scheme, etc. He also worked in Agency of Natural Resources and Energy, METI from 2014 to 2017, and participated in developing the Long Term Energy and Supply Outlook (2015), and other energy policies.
