Satvinder Singh is the Deputy Secretary-General for ASEAN Economic Community for the two-term period of 2021 to 2027. In his capacity as the Deputy Secretary-General, he provides strategic advisory to the Secretary-General of ASEAN to advance ASEAN’s economic integration agenda, as well as to lead the ASEAN Economic Community (AEC) Department of the ASEAN Secretariat in implementing the AEC Blueprint 2025 and its incoming successor, the AEC Strategic Plan of the ASEAN Community Vision 2045.

Satvinder’s contributions to ASEAN’s community-building are multifaceted, with a strong focus on advancing regional integration, digitalisation, and resilience—efforts that led to his re-appointment for a second term at the ASEAN Secretariat. A central part of his work involves championing the ASEAN Digital Economy Framework Agreement (DEFA), the world’s first region-wide framework to harmonise digital trade rules across ASEAN. He also actively promotes the ASEAN Power Grid (APG), a crucial infrastructure project designed to enhance regional energy connectivity, security, and sustainability. Satvinder has also provided strategic counsel in upgrading foundational trade deals including the ASEAN Trade in Goods Agreement (ATIGA), modernising trade rule and integrating sustainable practices. Beyond the region, his efforts extend to strengthen ASEAN’s economic cooperation with external partners, identifying the region’s new sources of competitiveness, and broadening the outreach efforts of ASEAN’s economic initiatives.

Prior to assuming this role, he was the Assistant Chief Executive Officer, Trade Connectivity & Business Services at Enterprise Singapore, where he played an instrumental role in strengthening Singapore as Asia’s trading hub, supporting the growth of 15,000 professionals, managers, executives, and technicians’ jobs.

With over 27 years of experience, he has held a variety of local, regional, and global management positions across the region. At Enterprise Singapore, he oversaw four divisions and drove digitalisation efforts in Singapore amidst the COVID-19 pandemic.

Satvinder holds a Bachelor’s degree in Social Sciences from the National University of Singapore and attended Harvard Business School’s Advanced Management Programme in 2017.
